Prior to joining Morgan Lewis, Ms. Conway served as senior policy advisor to the assistant secretary for the Employment Standards Administration (ESA) at the U.S. Department of Labor (DOL). In that capacity, she primarily assisted with matters related to policy and program development for the Wage and Hour Division and the Office of Federal Contract Compliance Programs. As a result of her tenure with the DOL, Ms. Conway developed significant expertise with regard to the new overtime regulations issued by the DOL in April 2004 and the Family and Medical Leave Act. With regard to OFCCP, Ms. Conway gained significant expertise with regard to the joint and OFCCP proposed applicant rules, and OFCCP's proposed notices on nondiscrimination requirements on systemic compensation discrimination and guidelines for self-evaluation of compensation practices.
Before her government service, Ms. Conway was in private practice for more than 10 years, where she counseled employers on all aspects of the employment relationship and regularly developed and presented legal awareness training programs for managers. She also represented employers before federal and state courts and administrative agencies in employment-related matters. In addition, she previously served as assistant general counsel and secretary for the Equal Employment Advisory Council, a national nonprofit association of private-sector employers that was established to promote sound approaches to the elimination of discrimination in employment.
Ms. Conway has written numerous articles on employment law topics such as conducting effective internal investigations, sexual harassment prevention and leave of absence issues. She also is listed in the Society for Human Resource Management's Annual Speakers' Guidebook for her presentation, "Religion in the Workplace: What Employers Need to Know."
