George T. Bell is of counsel in Morgan Lewis's Tax Practice. Mr. Bell focuses his practice on state and local taxation (SALT) matters involving Pennsylvania and other states, including state tax planning, interpretive opinions, rulings, appeals and litigation, and legislative activities. Mr. Bell has represented taxpayers at hearings and appeals before the Board of Appeals, the Board of Finance & Revenue, the Courts of Common Pleas, the Commonwealth Court, and the Pennsylvania Supreme Court. He has served on the transition teams for the Pennsylvania Department of Revenue for both Governor Tom Ridge and Governor Ed Rendell.

Prior to joining Morgan Lewis, Mr. Bell served as Chief Counsel to the Pennsylvania Department of Revenue, where he assisted in formulating tax policy, statutes, regulations, letter rulings and litigation positions. Before his position at the Department of Revenue, Mr. Bell spent 10 years with the Office of Chief Counsel of the Internal Revenue Service, serving in the National Office and as an Assistant Regional Counsel.

Mr. Bell has written and lectured extensively on state taxation matters, and several of his articles on tax and constitutional issues have been published in the Interstate Tax Report, the Chamber Tax Bulletin, the Pennsylvania Law Journal-Reporter, The Trademark Reporter, and other publications. He also has served as an expert in SALT Litigation.

Mr. Bell is admitted to practice in Pennsylvania and before the U.S. Supreme Court and the U.S. Tax Court.
