Jonathan M. Rund is an associate in Morgan Lewis's Energy Practice. Mr. Rund assists with the representation of electric utilities and other clients in the nuclear industry on a variety of regulatory and litigation matters before the Nuclear Regulatory Commission (NRC), other agencies, and the federal courts. His practice includes advising on NRC licensing and enforcement proceedings, nuclear safety and regulatory compliance, employment discrimination, and the application of a broad range of environmental statutes, including the National Environmental Policy Act, Endangered Species Act, Clean Water Act, and Coastal Zone Management Act.

Mr. Rund has been involved in all aspects of licensing of new nuclear plants in the United States under 10 C.F.R. Part 52, including the preparation and ongoing NRC review and litigation of combined license, early site permit, and reactor design certification applications. He has represented clients before the Atomic Safety and Licensing Board and the Commission throughout all stages of litigation, such as oral argument on contention admissibility, contested hearings, and appeals. Mr. Rund has actively followed and participated in NRC and industry developments related to new nuclear plants.

Mr. Rund also represents nuclear utilities in all aspects of their applications to renew existing nuclear power plant operating licenses. His license renewal experience includes counseling applicants on 10 C.F.R. Part 54 regulatory issues and representation of applicants in highly contested adjudicatory proceedings on safety and environmental issues.

Prior to joining Morgan Lewis, Mr. Rund served as a staff attorney in the NRC's Office of the General Counsel, Division of New Reactor Programs. During his tenure at the Office of the General Counsel, Mr. Rund represented the NRC staff's position in administrative proceedings and advised the NRC staff on the licensing of new nuclear power reactors.

Prior to his service at the NRC's Office of the General Counsel, Mr. Rund served as a law clerk to the administrative judges of the NRC's Atomic Safety and Licensing Board Panel, where he participated in a variety of early site permit, license amendment, license renewal, and enforcement proceedings.

Mr. Rund received his J.D., magna cum laude, from George Mason University School of Law in 2004, where he was the research editor for the George Mason Law Review. He received his B.S., magna cum laude, from James Madison University in 1999.
