Rebecca L. Osowski is the director of healthcare compliance for Morgan Lewis's FDA and Healthcare Practice. Morgan Lewis's compliance representations encompass HHS OIG corporate integrity agreements for CIA implementation; Board and IRO compliance resources; DOJ deferred prosecution agreements; voluntary corporate compliance effectiveness reviews; healthcare professional arrangement reviews; corporate compliance policy development; and federal and state transparency and marketing compliance.
Ms. Osowski's corporate compliance engagements focus on assisting clients in developing and implementing practical and sustainable global compliant business practices, complying with government mandated requirements under CIAs and DPAs, voluntary arrangement reviews, compliance effectiveness assessments and corporate policy development. Ms. Osowski has deep industry knowledge, including involvement within AdvaMed, to help shape industry guidelines governing interactions between industry and health care professionals. She also has experience in the area of health industry transparency requirements (e.g., Physician Payment Sunshine Act) as well as similar state requirements (e.g., Massachusetts Pharmaceutical and Medical Device Manufacturer Code of Conduct, Vermont Gift Ban and Disclosure Law). Ms. Osowski's compliance career has involved serving as a healthcare compliance officer for a device company under both a DPA and CIA and as a consultant assisting clients in the development and implementation of corporate compliance best practices for a broad range of health industry sectors.
Prior to joining Morgan Lewis, Ms. Osowski served as the U.S. healthcare compliance officer for a large international medical device manufacturer, where she directed day-to-day activities related to the compliance function, including risk assessments; development and enhancement of the compliance program and related policies or procedures; training and education; development of auditing and monitoring efforts; compliance reviews and investigations; and the identification and implementation of appropriate corrective action. During her career, she has been involved in the completion of deadline driven requirements under both a Corporate Integrity Agreement and Deferred Prosecution Agreement within the medical device industry, and has worked with IROs and health care compliance resources to assure effective corporate compliance.
Ms. Osowski also worked as part of a subgroup within AdvaMed to develop best practice guides to reinforce the principles outlined in the AdvaMed Code of Ethics on Interactions with Health Care Professionals.
Prior to her compliance officer position, Ms. Osowski worked within public accounting and consulting firms focusing on compliance. Throughout her consulting career, she has worked with clients in manufacturing, healthcare, retail, financial services, distribution, and government to help to reinforce compliant business practices.
Ms. Osowski earned her Master of Jurisprudence (M.J.), magna cum laude, in health law from Loyola University Chicago School of Law in 2012. She earned her B.B.A., magna cum laude, in accounting from Davenport University in 1993. Ms. Osowski is also a Certified Internal Auditor, Certified Compliance and Ethics Professional, and Certified Anti-Money Laundering Specialist.
