May 2005 – Morgan Lewis & Bockius LLP announced that William E. Doyle, Jr., former deputy director of the Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP), has joined the firm as a partner in its Washington, D.C. office, and will be a director in the firm’s Morgan Lewis Resources (MLR) division. Mr. Doyle's unique understanding of employment statistics — particularly in the areas of compensation analysis, high-level corporate reviews, and regulatory guidance — brings significant additional strength to MLR-OFCCP as well as Morgan Lewis’ Complex Employment Litigation Practice.
Mr. Doyle will represent clients on a full range of matters, from affirmative action program development and implementation, to defense of systemic discrimination allegations in compliance reviews, and he will play an integral role in helping employers as they analyze data for compliance purposes. Mark Dichter, a Morgan Lewis Labor and Employment Law partner and past chair of the American Bar Association, Labor and Employment Law Section, calls William E. Doyle, Jr., "one of the few experts in the area of federal contractor compensation discrimination analyses and audits."
Carol Merchasin, executive director of MLR, added that "Bill will join Alissa Horvitz in running our strong and growing OFCCP Practice, so our clients will get the benefit of his statistical expertise and regulatory savvy, along with the high-quality legal services they already expect from us."
Prior to his appointment to the OFCCP, Mr. Doyle represented employers in labor and employment matters in private practice, including practice with Morgan Lewis from 1997-2000. Mr. Doyle’s practice focused on labor and employment litigation in federal and state courts and before federal and state administrative agencies. He has litigated claims under Title VII, ADEA, ERISA, NLRA, ADA, FMLA, and state statutory and common law.
Mr. Doyle received a J.D. from Georgetown University Law Center in 1993 and a B.S. in economics from Pennsylvania State University in 1990. Before college, he was a noncommissioned officer in the United States Marine Corps from 1984 to 1988.
