David L. Harbaugh Partner

David L. Harbaugh is a partner in Morgan Lewis's Business Transactions Practice. Mr. Harbaugh's practice focuses on insurance regulation, transactional matters for insurance industry members, counseling of corporate insureds in the placement and structuring of their coverages and health care law. He has represented both debtor and creditor groups in a number of insurance company liquidations and rehabilitations.

In transactional matters, Mr. Harbaugh's practice includes mergers and acquisitions of insurance companies, formation and operation of captives, organization of self-insurance programs and risk retention groups, and the negotiation of marketing, joint ventures and reinsurance arrangements in both the property/casualty and life/health lines. He also has represented a number of insurance companies and industry trade associations in regulatory compliance, investigative and rulemaking proceedings.

Mr. Harbaugh's health care practice involves representation and counseling of providers in transactional matters and compliance with federal and state regulatory requirements.

Mr. Harbaugh is admitted to practice in Pennsylvania and before the U.S. Supreme Court.
