Floyd L. Norton, IV, is a partner in Morgan Lewis's Energy Practice. Mr. Norton's practice focuses on electric utility issues, with an emphasis on utility regulation and utility responses to competition. Mr. Norton has a broad background in electric utility market power issues and investigations, utility mergers and acquisitions, the negotiation of power contracts, and wholesale power and transmission rates and services.

Mr. Norton has represented a number of electric utility clients in the areas of ratemaking and market pricing, mergers and industry restructuring, and investigations of electric trading and transmission access practices. He has advised several utilities on their development of regional transmission organizations, on regional markets, and on reliability requirements.

An active lecturer, Mr. Norton has spoken at numerous conferences on ratemaking issues, antitrust, asset divestitures, the wholesale service obligation of electric utilities, access to electric transmission and distribution lines, stranded investment, and independent power production.

Mr. Norton is admitted to practice in the District of Columbia.
