Kevin C. Frank

Kevin C. Frank is an associate in Morgan Lewis's Energy Practice. Mr. Frank’s practice includes the representation of electric utilities in proceedings before the Federal Energy Regulatory Commission (FERC) and various state courts. He has worked on a variety of electric and gas regulatory matters, including general rate cases, reactive power filings, disputes involving grandfathered contracts, and ISO seams issues.

Prior to joining Morgan Lewis, Mr. Frank worked as a trial attorney in FERC's Office of Administrative Litigation. As a trial attorney, Mr. Frank represented FERC litigation staff at settlement negotiations, oral arguments, and administrative hearings.

Mr. Frank earned his J.D. from Washington University in Saint Louis in 2003. He earned his B.A., cum laude, in economics, public policy, and political science from St. Mary’s College of Maryland in 2000.

Mr. Frank is admitted to practice in the District of Columbia and Maryland.
