Jonathan L. Snare is a partner in Morgan Lewis's Labor and Employment Practice. Mr. Snare's practice focuses on labor-related legislative, regulatory, and administrative issues at the local, state, and federal level. He has handled occupational safety and health (OSHA), mine safety and health (MSHA), wage and hour (FLSA), OFCCP/EEO, whistleblower, labor management/union disclosure and elections (OLMS), immigration, and congressional investigations and oversight matters. Mr. Snare also has experience in all phases of litigation, including briefing and arguing dispositive motions, pretrial discovery, depositions, mediations, and negotiated settlements.
Prior to joining Morgan Lewis, Mr. Snare worked for more than five years in several roles for the U.S. Department of Labor (DOL). Most recently, he served as the DOL's Deputy Solicitor of Labor. As Deputy Solicitor of Labor, he counseled the Secretary of Labor and oversaw one of the largest legal departments in the federal government, and was principally responsible for directing the agency's response over the last year to congressional inquiries and investigations. From January to December 2007, he served as acting Solicitor of Labor and was responsible for enforcing more than 180 laws under the DOL's jurisdiction and for providing a full range of legal services to the Secretary of Labor and other senior officials within the DOL. Before that, Mr. Snare was acting assistant secretary for the Occupational Safety and Health Administration (OSHA), where he was responsible for leading a staff of approximately 2,200 safety and health professionals and support personnel. He also served as Deputy Assistant Secretary for OSHA and senior advisor to the Solicitor of Labor.
In his time at the DOL, Mr. Snare testified before congressional appropriations and authorization committees. He also conducted briefings and negotiations with members of Congress and congressional staff on a wide variety of DOL topics and issues.
Before joining the DOL, Mr. Snare was in private practice in Texas, where he focused on commercial litigation, including environmental, labor and employment, and product liability litigation, as well as on administrative law. He also served for two years (from 1999–2001) as the General Counsel of the Republican Party of Texas.
Mr. Snare received his J.D. from Washington & Lee University School of Law in 1986, where he was a staff writer for Washington & Lee Law News. He received his B.A., with distinction, from the University of Virginia in 1983.
Mr. Snare is admitted to practice in the District of Columbia and Texas and before the U.S. Supreme Court; the U.S. Courts of Appeals for the District of Columbia Circuit and for the Fifth Circuit; and the U.S. District Courts for the Northern, Eastern, Southern, and Western Districts of Texas.
