Scott Thomasson is an associate in Morgan Lewis’s Energy Practice. Mr. Thomasson focuses his practice on regulatory, commercial, and transactional matters in the energy industry. He provides regulatory advice and advocacy to a wide variety of market players in proceedings and investigations before the Federal Energy Regulatory Commission (FERC), state public service commissions, federal courts, and other federal and state regulatory agencies. Mr. Thomasson also counsels clients on compliance issues and regulatory risks associated with the purchase and sale of existing facilities and the development of new projects. He has significant commercial and transactional experience involving the electric power industry, including the drafting and negotiation of power purchase agreements, marketing and management agreements, and agreements for interconnection and transmission services.
Mr. Thomasson has represented electric utilities, independent power producers, natural gas pipeline companies, owners and developers of liquefied natural gas (LNG) terminals, developers of natural gas storage facilities, private investors, and commercial and industrial customers of public utilities.
Prior to joining Morgan Lewis, Mr. Thomasson was an associate in the energy practice of an international law firm in its Washington, D.C. office. He also practiced at a law firm in Atlanta, where he represented one of the largest electric utility companies in the country in regulatory and transactional matters. Before entering private practice, Mr. Thomasson worked for several years in legislative positions on Capitol Hill, serving as a legislative counsel to Senator Robert C. Byrd of West Virginia and as a professional staff member on the Senate Appropriations Committee.
Mr. Thomasson earned his J.D. from Georgetown University Law Center in 2002 and his B.A., cum laude, in economics and government from Georgetown University in 1998.
Mr. Thomasson is admitted to practice in the District of Columbia and Georgia.

- Representation of a Middle Eastern private equity fund in the acquisition and financing of an 800 MW power generation facility located in Texas and the negotiation of a third-party energy management agreement for the facility.
- Counsel to several independent power producers in negotiations for wholesale power sales and power marketing agreements for the output of existing generation resources.
- Representation of developers of LNG import terminals, natural gas storage facilities, and interstate natural gas pipelines in certificate applications and tariff proceedings before FERC.
- Counsel to a large wholesale power producer in the Southeast in the negotiation and drafting of a long-term power purchase agreement for the construction, operation, and sale of capacity and energy from a new 160 MW natural gas–fired generating facility in Florida.
- Representation of an independent power producer in proceedings before the Georgia Public Service Commission to preserve fair and open competitive solicitations for new generation resources in Georgia.
- Counsel to the wholesale generation subsidiary of a major investor-owned utility in the Southeast in its participation as a bidder in four public requests for proposals (RFPs) issued by its retail electric utility affiliate, including compliance with new rules and codes of conduct imposed by federal and state regulators.
