Thomas C. Poindexter is a partner in Morgan Lewis's Energy Practice and a member of the firm's Diversity Committee. Mr. Poindexter represents nuclear energy clients in licensing, regulatory, and adjudicatory matters before the Nuclear Regulatory Commission (NRC) and the Department of Energy (DOE).

In particular, Mr. Poindexter has assisted nuclear power plants to recover from regulatory, investigation and enforcement problems, both in the United States and Canada. In this role, he has served on the Nuclear Oversight Committee of Ontario Power Generation, Dominion Power, and South Carolina Electric and Gas. He also focuses on emergent issue response, facility performance situations, and regulatory strategic planning. Mr. Poindexter also represents clients regarding NRC-licensed facility enforcement, regulatory compliance, and restart activities.

Mr. Poindexter regularly provides legal advice on a number of substantive regulatory matters, such as environmental qualification of electrical equipment, quality assurance programs, NRC policies, and technical specification interpretations. He also helps licensees prepare for and respond to NRC inspections, and assists clients in responding to NRC investigations related to employee concern matters and in dealing with employees who raise concerns.

Additionally, he has been active in assisting DOE contractors conform to DOE criteria. In this role, he assists clients with regulatory interpretation and implementation activities; provides client support on Price Anderson Act Amendment compliance-based strategic planning and potential wrongdoing investigations; and provides advice on NRC-DOE interface issues.

Prior to joining Morgan Lewis, Mr. Poindexter was a partner at a leading Washington, D.C., law firm. Prior to attending law school, Mr. Poindexter worked for the NRC for seven years in various technical positions. Most notably, he was one of a core group of NRC technical personnel between 1979 and 1985 responsible for inspecting and overseeing the clean-up activities at Three Mile Island, serving as the NRC Project Manager at TMI-2 for several years. In that role, he was among the first officials to inspect the TMI-2 reactor core and contributed to several presidential inquiries into the accident. He also served on the NRC Enforcement Staff, uniquely qualifying him to provide assistance to clients in that area.

Mr. Poindexter is admitted to practice in the District of Columbia.
