Raphael "Ray" P. Kuyler is an associate in Morgan Lewis's Energy Practice. Mr. Kuyler assists with the representation of electric utilities and other clients in the nuclear industry on a variety of regulatory and litigation matters before the Nuclear Regulatory Commission (NRC), other agencies, and the federal courts. Mr. Kuyler's practice includes advising on NRC licensing and enforcement proceedings, nuclear safety and regulatory compliance, import and export regulations, employment discrimination, radioactive waste disposal, and related matters.
Mr. Kuyler represents nuclear utilities in all aspects of their applications to renew existing nuclear power plant operating licenses. His license renewal experience includes counseling applicants on Part 54 regulatory issues, representation of applicants in highly contested adjudicatory proceedings on safety and environmental issues, and assistance with the NRC's audit and inspection process.
Mr. Kuyler has also been actively involved in licensing a new generation of nuclear power plants. His experience includes assistance in the representation of the first applicant to receive an early site permit under Part 52.
Prior to joining Morgan Lewis, Mr. Kuyler served for eight years as a nuclear-trained surface warfare officer in the U.S. Navy. He qualified as a nuclear chief engineer and served as an instructor at the U.S. Naval Academy.
Mr. Kuyler earned his J.D. in 2005 from the Georgetown University Law Center, where he was senior editor of the Georgetown Journal of International Law and a legal research and writing fellow. He earned his M.A. in history from the University of Maryland in 1996 and his B.S., with honors, in history and German from the United States Naval Academy in 1995.
Mr. Kuyler is admitted to practice in the District of Columbia and Maryland.
