Joseph M. Catoe

Joseph M. Catoe is an associate in Morgan Lewis’s Energy Practice. Mr. Catoe’s practice includes advising on Nuclear Regulatory Commission (NRC) licensing and enforcement proceedings, government contracts, nuclear safety and regulatory compliance, and related matters. He assists with the representation of electric utilities and other clients in the nuclear industry on a variety of regulatory and litigation matters before the NRC, other agencies, and the federal courts.

Mr. Catoe has represented clients before the Government Accountability Office, the Court of Federal Claims, the Court of Appeals for the District of Columbia Circuit, and the Court of Appeals for the Federal Circuit. His regulatory practice encompasses advising clients on audit and government investigation issues and contract compliance.

Prior to joining Morgan Lewis, Mr. Catoe served as a nuclear-trained officer in the U.S. Navy. During his tenure in the U.S. Navy, he served on nuclear-powered warships and qualified as Chief Engineer.

Mr. Catoe earned his J.D., cum laude, from Georgetown University Law Center in 2002. He earned his M.A. from the University of San Diego in 1989 and his B.S., with honors, from the U.S. Naval Academy in 1980.

Mr. Catoe is admitted to practice in the District of Columbia and before the U.S. Court of Federal Claims and the U.S. Court of Appeals for the Federal Circuit.
