Maxine M. Woelfling is of counsel in Morgan Lewis's Litigation Practice. Ms. Woelfling focuses her practice in the area of environmental law. Her practice involves regulatory counseling, litigation of permitting and enforcement issues before state and federal administrative and judicial tribunals, and environmental issues in business and financial transactions. It encompasses a broad range of environmental subjects, including air quality, environmental planning, water allocations, solid and hazardous waste, water quality, underground storage tanks, surface and deep mining, environmental remediation and drinking water quality. She has been extensively involved in counseling clients regarding the remediation and reuse of former brownfields and other contaminated properties under Pennsylvania’s innovative Land Recycling Act.

Prior to joining Morgan Lewis, Ms. Woelfling served as chairperson of the Pennsylvania Environmental Hearing Board. In that capacity, she heard appeals from actions of the Pennsylvania Department of Environmental Resources, writing numerous opinions and adjudications involving every facet of Pennsylvania environmental and administrative law and related federal environmental law.

Prior to her appointment to the Environmental Hearing Board, she served as director of the Bureau of Regulatory Counsel in the Department of Environmental Resources, where she was responsible for supervising the development and implementation of regulatory initiatives by the Department, including NPDES delegation, triennial revisions to Pennsylvania’s water quality standards, RCRA primacy, federal surface mining primacy, Safe Drinking Water Act delegation, and the remining of abandoned surface mining sites. 

An active lecturer on environmental and administrative law, Ms. Woelfling has conducted continuing legal education seminars for the Pennsylvania Bar Institute and has made presentations before the Pennsylvania Bar Association, local bar associations, and public interest and trade groups.

Ms. Woelfling is admitted to practice in Pennsylvania.
