The Member States of the European Community ("EC") have granted the EC Commision broad new powers that will make it, in most cases, the sole authority to review and approve large corporate mergers, acquisitions and join ventures within the EC, including those involving U.S., Japanese and other foreign companies. THe Commission's proposal for a REgulation on Preliminary Control of European Mergers ("Regulation") is considered to be an essential aprt of the EC's program to create a barrier-Free European market by the end of 1992.
