With the recent enactment of a Congressional Joint Resolution authorizing the President to use all necessary and appropriate force, pursuant to the War Powers Resolution, against nations and persons involved in the terrorist attacks, the Government is expected to use its powers to issue priority orders for materials necessary to the war effort. This White Paper discusses the process by which the Government will issue such orders. It is important to note that this process is not limited to companies with current Government contracts, but can affect any company that produces supplies useful to the Government.
