Jennifer Luong Clarke is an associate in Morgan Lewis's FDA and Healthcare Practice. Ms. Clarke focuses her practice primarily on matters relating to healthcare regulation, compliance, and enforcement issues. She has experience in government investigations and inquiries, particularly those undertaken by the U.S. Department of Justice, the U.S. Department of Health and Human Services' (HHS) Office of the Inspector General and the Centers for Medicare & Medicaid Services, and by the U.S. Congress.

Prior to joining Morgan Lewis, Ms. Clarke worked as counselor on oversight for HHS, where she was responsible for matters relating to Congressional investigations and inquiries, including audits performed by the U.S. Government Accountability Office. In this role, she developed strategies on the Department's response to Congress and prepared HHS witnesses testifying before Congressional proceedings. Prior to her service at HHS, Ms. Clarke was an associate in the healthcare and life science practice for a national law firm.

Ms. Clarke received her J.D. from American University, Washington College of Law in 2004, where she was a student attorney for the International Human Rights Law Clinic. Prior to attending law school, she was a senior clinical research coordinator at a major academic medical center, where she managed teams of physicians and clinicians in coordination with pharmaceutical clinical trials of investigational new drugs and devices. Ms. Clarke received her M.P.H. in public health from Virginia Commonwealth University, Medical College of Virginia in 1999, where she was the recipient of the 1999 Exemplary Scholarly Research Award and the Departmental Award for Distinguished Research. She received her B.S. in biology from Virginia Polytechnic and State University in 1996.

Ms. Clarke is admitted to practice in the District of Columbia.
