Paul J. Zaffuts is a partner in Morgan Lewis's Energy Practice. Mr. Zaffuts represents electric utilities, Department of Energy contractors, and other clients in the nuclear industry in a variety of regulatory and litigation matters. Most recently, Mr. Zaffuts has been actively involved in the area of whistleblower law, representing American Electric Power Company, Northeast Utilities Service Company, Southern California Edison Company, PP&L, Inc., Arizona Public Service Company, and USEC and their employees in litigation before the Department of Labor, and before the NRC during investigations into allegations of intentional wrongdoing, and harassment and intimidation of employees.
Mr. Zaffuts has also performed numerous independent investigations into allegations of discrimination and intentional wrongdoing, assessments of clients’ Employee Concerns Programs and Safety Conscious Work Environment, and provides Safety Conscious Work Environment training to nuclear facility management personnel.
Mr. Zaffuts has worked extensively in advising clients on the regulatory issues associated with enhanced security and access authorization, and fitness for duty programs. His regulatory background also includes NRC license transfers associated with the sale and purchase of nuclear power plants, the NRC certification of USEC’s Portsmouth and Paducah gaseous diffusion uranium enrichment plants, and the licensing of Texas Utilities’ Comanche Peak Steam Electric Station Unit 2.
Mr. Zaffuts worked for over six years as an engineer at Rockwell International’s (now Boeing’s) Satellite Systems Division in Seal Beach, California. During his years with Rockwell, Mr. Zaffuts received a number of awards recognizing superior technical performance. Prior to joining Morgan Lewis, he was an associate at the law firm then known as Newman, Bouknight & Edgar.
Mr. Zaffuts is admitted to practice in the District of Columbia and California.
