Thomas P. Gadsden is a partner in Morgan Lewis's Energy Practice. Mr. Gadsden's work focuses on public utility regulation, administrative law, and energy litigation. For nearly 30 years, Mr. Gadsden has represented electric, natural gas, and water clients in a wide variety of regulatory, litigation, and transactional matters before federal and state commissions and courts. In that capacity, he has participated in over 50 rate cases and has been at the forefront of the restructuring of the electric utility industry, advising clients on the legal, financial, and policy issues arising from the transition to competitive energy markets. In addition, Mr. Gadsden has served as regulatory counsel on several of the largest energy and water company mergers and acquisitions in recent years.

Mr. Gadsden serves as the chair of the Water Committee of the American Bar Association's Section on Public Utility, Communications and Transportation Law. In addition, he has spoken at meetings of the Atomic Industrial Forum, the Institute for International Research, the Southeast Association of Regulatory Utility Commissioners, the National Association of Regulatory Attorneys, the National Association of Water Companies, and the Pennsylvania Bar Institute.

Mr. Gadsden is admitted to practice in Pennsylvania.
