Joseph B. Fray is an associate in Morgan Lewis’s Energy Practice. Mr. Fray assists with the representation of electric utilities and other clients in the nuclear industry on a variety of regulatory and litigation matters before the Nuclear Regulatory Commission (NRC), other agencies, and the federal courts. He also advises on NRC licensing and enforcement proceedings, nuclear safety and regulatory compliance, employment discrimination, and related matters.
Prior to joining Morgan Lewis, Mr. Fray was a legal fellow at the National Veterans Legal Services Program assisting disabled veterans in their application for benefits.
Mr. Fray earned his J.D., cum laude, from the University of Pennsylvania Law School in 2009, where he served as senior editor of the University of Pennsylvania Law Review. He earned his B.S. in nuclear engineering from Purdue University in 2006.
Mr. Fray is admitted to practice in the District of Columbia and New York.
