Theodore R. Lazo is an associate in Morgan Lewis’s Investment Management and Securities Industry Practice. He focuses his practice on the regulation of broker-dealers and the securities markets.
Prior to joining Morgan Lewis, Mr. Lazo was a senior special counsel in the Office of Market Supervision of the Securities and Exchange Commission’s (SEC’s) Division of Market Regulation. In that role, he was responsible for the regulation of trading and markets, focusing on exchange-traded derivatives, and helped to develop the SEC’s rules implementing the trading of security futures.
Mr. Lazo also served for two years as a special counsel in the Office of the Chief Counsel of the Division of Market Regulation, where he focused on issues regarding broker-dealer regulation, including broker-dealer registration, trade confirmations and the implementation of the Gramm-Leach-Bliley Act. In addition, he was actively involved in the drafting of the Commodity Futures Modernization Act of 2000, which permitted the trading of security futures and provided legal certainty for the OTC derivatives market. Mr. Lazo began his SEC career as a staff attorney in the Division of Market Regulation’s Office of Risk Management and Control, where he focused on the regulation of clearing agencies and transfer agents.
Mr. Lazo is a recipient of the SEC Law and Policy Award. In 1994, Mr. Lazo earned his J.D. from The Catholic University of America, where he was note and comment editor for The Catholic University Law Review. He earned his B.A. from Middlebury College in 1989.
