George Edgar is senior counsel in Morgan Lewis's Energy Practice. Mr. Edgar's practice focuses on representing nuclear industry clients before the Nuclear Regulatory Commission (NRC) and related litigation in the federal courts. The range of matters has included financing and restructuring of nuclear projects, performance assessments of nuclear management and organizations, defense of discrimination claims arising under Section 211 of the Energy Reorganization Act, and commercial transactions involving nuclear equipment, services, and fuel.

Mr. Edgar has served as lead counsel for industry clients in a variety of high-profile nuclear power matters, including the ECCS rulemaking proceedings; NRC licensing proceedings and federal court litigation concerning the Clinch River Breeder Reactor Plant; the post-TMI investigations; the General Electric Test Reactor Seismic Show Cause Order hearings; the NRC's Severe Accident Rulemaking; Operating License proceedings for the Clinton Power Station; Operating License proceedings on emergency planning issues for the Braidwood Station; restart of Pilgrim Nuclear Power Station; Operating License and Construction Permit extension proceedings and related federal court litigation for the Comanche Peak Steam Electric Station; the Advanced Boiling Water Reactor design certification rulemaking proceeding; the NRC's certification of the Gaseous Diffusion Plants; restart of the Millstone nuclear plant; restart of the Davis-Besse nuclear plant; and the NRC's review of work environment issues at Salem/Hope Creek.

Prior to joining Morgan Lewis, Mr. Edgar served as an officer in the U.S. Navy from 1964 to 1969 on assignment as a nuclear engineer to the staff of Admiral H.G. Rickover. During that assignment, he completed a six-month course of study in nuclear engineering at the Bettis Reactor Engineering School, Bettis Atomic Power Laboratory.

Mr. Edgar joined the Washington office of Morgan Lewis as an associate in 1970. He became a partner of the firm in 1973, remaining until December 1983. In 1983, he became a partner at Newman & Holtzinger, which later became Newman, Bouknight & Edgar. He rejoined Morgan Lewis in 1994.

Mr. Edgar is admitted to practice in the District of Columbia and before the U.S. Supreme Court.
