Janet E.B. Ecker is senior counsel in Morgan Lewis’s Energy Practice. Ms. Ecker focuses her practice on nuclear energy, and she regularly advises utilities on various regulatory issues associated with plant operations.

Ms. Ecker has advised utilities with nuclear reactors on the Nuclear Regulatory Commission’s "troubled plant list" regarding legal and regulatory requirements for restoration of plant operations and the regulatory relationship to normal status, and she has advised the Nuclear Energy Institute on draft regulatory changes in the areas of nuclear plant security, fitness-for-duty, access authorization, and financial qualifications and has advised multiple nuclear plant owners on compliance with regulations in these areas.

Ms. Ecker also has worked with nuclear power plant operators on regulatory compliance under alternative scenarios for restructuring the utility industry and advised them on regulatory requirements for spent fuel storage and plant decommissioning; has conducted internal investigations into allegations of discrimination, harassment, and intimidation of employees for having raised safety concerns at nuclear power plants; and has worked with nuclear utilities to respond to Nuclear Regulatory Commission enforcement actions.

Ms. Ecker has served as a nuclear energy attorney for more than 20 years, including as a Morgan Lewis partner from 1994–2001.

Ms. Ecker received her J.D. from George Washington University Law School in 1982, where she was named to the Order of the Coif and was an editor for the Journal of International Law. While working as a senior engineer for Westinghouse Hanford Company, she received her M.B.A. from the University of Washington in 1978. In 1975, she received her B.S. degrees, with honors, in applied mathematics and nuclear engineering from the University of Virginia.
