Stéphane Braconnier is senior counsel in Morgan Lewis's Business and Finance Practice. Mr. Braconnier focuses on contracts made with public and governmental authorities and bodies, both at the central government and local government level. He has a thorough background in international contracting practices and approaches, with an emphasis on the BOT and related arrangements. Mr. Braconnier also has a background in public and administrative law, public contracting and public utilities law, and—in particular—networks and utilities contracts and regulation of public utilities and services.

Mr. Braconnier is counsel to a number of local governmental agencies and authorities and companies in the area of legal structuring of projects, management of litigation and disputes in the area of public utilities, public contracts, and public-private partnerships. The principal areas he deals with are airports, tourism, sports and leisure, major infrastructure projects, and telecommunications. Mr. Braconnier is also counsel and advisor to the European Commission (TACIS) and the African Development Bank (common law and regulations for public contracts of the UEMOA). He is a professor of public law at the University of Paris II Panthéon-Assas, where he leads a master program in economic public law.

Mr. Braconnier received his Maîtrise in public and administrative law, with a minor in foreign legal studies, and his D.E.A. in general public law from the Université de Poitiers. He received his LL.M. from the Law School of the Université de Montréal and a diploma of international public law from the Hague Academy of International Law. Mr. Braconnier is fluent in French and English.

Mr. Braconnier is not admitted to practice with any bar; he is a qualified professor of law and may provide legal advice exactly as a member of the bar under French law.
