Anthony H. Choe is an associate in Morgan Lewis's FDA and Healthcare Practice. Mr. Choe provides regulatory and transactional counseling to a variety of healthcare industry clients including pharmaceutical and medical device manufacturers, biotechnology companies, health plans, health systems, hospitals, pharmacies, ambulatory surgery centers, clinical laboratories, independent diagnostic testing facilities, dialysis providers, suppliers, long-term care providers, large physician groups, practice management companies, industry associations, professional societies, financial institutions, and private equity firms.

As part of his regulatory practice, Mr. Choe advises clients on compliance with federal and state fraud and abuse laws (kickback and self-referral), government and internal investigations, corporate compliance programs, Medicare and Medicaid coverage and reimbursement, certificate of need, licensure and accreditation, the corporate practice of medicine, and HIPAA.

Mr. Choe's transactional practice focuses on the regulatory, structuring and business considerations in healthcare transactions and contractual arrangements, including acquisitions, joint ventures, leases, and arrangements for the provision of professional or administrative services.

Prior to joining Morgan Lewis, Mr. Choe was an associate at an international law firm, where his practice focused on the healthcare industry.

Mr. Choe received his J.D., with a certificate in health law, from the University of Pittsburgh School of Law in 2005, where he was the assistant articles editor of the Pittsburgh Tax Review and received the CALI Award of Excellence in Health Care Fraud and Abuse. While in law school, he competed in the National Health Law Moot Court competition and was a member of a Health Law Clinic team that successfully challenged a Medicare national coverage determination. Prior to attending law school, Mr. Choe was a Healthcare Effectiveness Data and Information Set (HEDIS) licensure and certification manager with the National Committee on Quality Assurance (NCQA), a leading accreditation body for managed care organizations and other healthcare entities, and a project manager in the managed care department of IPRO, the Medicare quality improvement organization (QIO) for New York State. Mr. Choe received his M.P.H. in epidemiology from the Columbia University Mailman School of Public Health in 1998 and his A.B. in history from Dartmouth College in 1995.

Mr. Choe is admitted to practice in the District of Columbia and New York.
