Esther K. Park is an associate in Morgan Lewis’s Energy Practice. Ms. Park assists with the representation of electric utilities and other clients in the nuclear industry on a variety of regulatory and litigation matters before the Nuclear Regulatory Commission (NRC), the Department of Labor (DOL), and other federal agencies. Those matters include whistleblower litigation before the DOL, and providing advice on nuclear export matters before the NRC, Department of Energy, and Department of Commerce.

Ms. Park also provides advice and assistance to nuclear power plant owners and operators on nuclear safety and regulatory compliance issues. She has assisted in the development of management policies and programs to ensure compliance with NRC and other applicable requirements, and assists nuclear power plants to recover from regulatory problems. Ms. Park assists clients with the assessment and management of nuclear safety culture, including a safety-conscious work environment.

Ms. Park has been involved in advising international clients in the area of developing new nuclear programs and plants, including providing advice to a client on the development of a new nuclear program in the Middle East relating to the application of international standards. She also advises clients about the risks, and methods to mitigate risks, of international third party nuclear liability.

Ms. Park also assists in the representation of entities that hold general and specific materials licenses with the NRC for licensing, inspection, and enforcement matters.

Prior to joining Morgan Lewis, Ms. Park clerked for Judge Margaret B. Seymour of the U.S. District Court for the District of South Carolina. 

Ms. Park earned her J.D. from Georgetown University Law Center in 2004, where she received the Outstanding Advocate Award for her participation in the Georgetown University Law Center Domestic Violence Clinic. Prior to attending law school, Ms. Park was a Fulbright Fellow in Seoul, Korea. She earned her A.B. in sociology, with a focus on social stratification and inequality, from Stanford University in 1999.  Ms. Park speaks Korean and Japanese at a conversational level.

Ms. Park is admitted to practice in the District of Columbia and before the U.S. Court of Appeals for the Fourth Circuit.
