Stephen M. Spina is a partner in Morgan Lewis's Energy Practice. Mr. Spina represents electric utilities and other electric industry participants before the Federal Energy Regulatory Commission on a variety of matters, including industry restructuring, market investigations and regulatory issues under the Federal Power Act, Public Utility Holding Company Act and the Public Utility Regulatory Policies Act.

Mr. Spina also represents a number of electric utility clients in the areas of market pricing and industry restructuring, as well as transmission and rate matters. He advises utilities and electric industry participants on issues related to regional transmission organizations and has been involved in efforts to form regional transmission organizations in the Southeast, Midwest and West. He advises utility clients regarding responses to retail competition and state restructuring initiatives.

Mr. Spina represents electric utilities in audits and investigations before FERC's Office of Enforcement. He has also assisted electric utilities in internal compliance assessments.

Mr. Spina is admitted to practice in the District of Columbia and Maryland and before the U.S. Courts of Appeals for the Eighth and District of Columbia Circuits.
