Carl P. Bretscher is of counsel in Morgan Lewis’s Intellectual Property Practice. Mr. Bretscher has participated in more than a dozen appeals to the U.S. Court of Appeals for the Federal Circuit and numerous cases before the U.S. International Trade Commission and federal district courts across the country. His experience has spanned a wide range of technologies, from semiconductor devices, light emitting diodes, and mass spectrometers to biotechnology and the chemical and pharmaceutical arts.

Mr. Bretscher previously worked in the Office of General Counsel for the U.S. International Trade Commission, where he represented the Commission before the Federal Circuit, reviewed determinations by the administrative law judges, and provided analysis and advice to the Commissioners on section 337 investigations (19 U.S.C. § 1337) and other legal matters. Mr. Bretscher also clerked for Judge Rebecca Pallmeyer in the U.S. District Court for the Northern District of Illinois and practiced patent litigation at Pennie & Edmonds, a former intellectual property boutique.
 
Before entering the legal profession, Mr. Bretscher spent eight years as a legislative and policy analyst for the National Science Foundation, the White House Office of Science and Technology Policy, and for a former member of the Committee on Science, Space, and Technology for the United States House of Representatives.

Mr. Bretscher earned his J.D. from George Washington University Law School in 1993, where he was a member of and contributing author to The George Washington Law Review. He earned his M.P.A. in science and technology policy from Harvard University in 1986, and he graduated magna cum laude and Phi Beta Kappa from the University of Illinois in 1984, with a B.S. in physics and mathematics.

Mr. Bretscher is admitted to practice in the District of Columbia and Illinois and before the U.S. Court of Appeals for the Federal Circuit, the U.S. Patent and Trademark Office, the U.S. District Courts for the Districts of Illinois and the District of Columbia, and the U.S. Court of Appeals for Veterans Claims.
