Catherine Wang’s practice focuses on telecommunications regulatory issues, including M&A and financing transactions, technology policy, and licensing. She practices before the Federal Communications Commission (FCC), State Public Utility Commissions (PUCs), Congress, the Commerce Department, and many foreign regulatory agencies. Catherine counsels on strategic regulatory and compliance issues relevant to equipment manufacturers and wireless, broadband, international, long distance, and local service providers. She assists clients through advocacy in rulemakings, agency enforcements, and other administrative proceedings before regulatory agencies.

Catherine’s clients include domestic and international voice and data providers, manufacturers, wireless, satellite, financial institutions, Voice over Internet Protocol (VoIP), and other emerging service providers and technology companies. She also advises users and service providers in specialized sectors such as the agriculture, performing arts, oil and gas, and sports industries.

On behalf of these diverse clients, Catherine’s practice includes:

  • Strategic advice and representation regarding policy changes, rule amendments, and waivers for spectrum allocations and new wireless technologies and services. Among other matters, her policy work is instrumental in shaping FCC rules and policies regarding wireless microphone services, radio navigation satellite services (GPS), personal communications services (PCS), location monitoring services, fixed microwave, signal boosters, and certain international services.
  • Counseling on transaction issues and securing necessary federal, state, and foreign government approvals for mergers, asset sales, reorganizations, and financing of local, long distance, and wireless service providers. Counseling and representation of wireless and other providers and their investors to meet US foreign ownership requirements and government inquiries.
  • Representation of manufacturers regarding FCC equipment authorization, marketing, importation, and experimental licensing requirements regarding radiofrequency equipment, including Part 15 low-power unlicensed devices
  • Advice and representation on federal and state compliance and enforcement issues regarding Telephone Consumer Protection Act (TCPA), Do Not Call and telemarketing, radio interference, transfers of control, CALEA (digital wiretapping), emergency services, telematics, etc.
  • Advice and representation on licensing issues relevant to satellite space station and earth station operators, fixed microwave, commercial mobile radio services (CMRS), low-power, and broadcast auxiliary services, etc.

Prior to joining Morgan Lewis, Catherine was a partner in the corporate practice of another international law firm, where she was also co-leader of the telecommunications, media, and technology practice. Additionally, Catherine served on that firm’s executive board and diversity executive committee.
