Christina K. Harper counsels clients through all aspects of tax controversy and civil tax litigation. Christina routinely assists US multinational companies with high-dollar federal and state tax issues. She represents clients during Internal Revenue Service (IRS) audits, IRS administrative appeals, and similar state tax proceedings. Christina also regularly litigates before federal and state courts across the country.
Christina works with clients in many industries, including pharma, financial services, Internet-related technology, and medical device. She works with partners across the firm to help solve tax issues, handling a wide range of issues, including sales in intellectual property, transfer pricing, foreign residency, California residency, material participation, and information reporting,
Christina frequently assists large corporate taxpayers in state and local tax (SALT) issues. She advises financial institutions and other taxpayers on a variety of multistate tax issues, and has extensive experience in resolving state audits and tax liens. As part of her SALT practice, Christina provides tax planning advice, which can involve conducting 50-state surveys on a variety of legal issues. Christina also litigates state-specific or multistate SALT issues across the country.
Christina’s litigation experience includes practice before the US Tax Court, US district courts, California Superior Court, California Court of Appeal, and other state courts. Christina has experience defending class action suits. She has criminal defense experience as counsel in one of the firm’s high-profile habeas cases.
