Crystal S. Carey’s practice focuses primarily on traditional labor law/management relations. She represents employers in collective bargaining, labor law counseling, and National Labor Relations Board (NLRB) investigations and litigation in unfair labor practice and representation proceedings. Crystal represents management in US state and federal injunction matters, strikes, contract administration and negotiations, organizational campaigns, and labor arbitrations. She counsels clients across a variety of industries, including automotive, healthcare, hotel and hospitality, retail, sports, technology, transportation, and manufacturing.
As a former NLRB attorney with experience on both the General Counsel and Board side of the Agency, Crystal has experience with the NLRA and the NLRB’s rules and regulations and approaches labor and employment cases from an insider’s perspective. Crystal’s experience at the NLRB allows her to provide clients with a unique approach to all Board cases.
Before joining Morgan Lewis, Crystal was a field attorney for the NLRB in Region 5, Baltimore. There she investigated, prosecuted, and negotiated settlement of unfair labor practices, processed representation petitions, and oversaw union elections. Crystal also served as a senior attorney in the Office of Appeals, Division of Enforcement Litigation Division of the NLRB. There she reviewed appeals of regional director decisions on a de novo basis, reviewed the region’s investigation, and provided a recommendation to the general counsel of the NLRB as to whether the appeal should be remanded, sustained or denied. Finally, just prior to joining Morgan Lewis, Crystal served as senior counsel to the chairman of the NLRB. In that role, Crystal reviewed objections to elections, exceptions to administrative law judge decisions, reviewed representation case appeals, recommended case outcomes, presented cases orally to members of the board, or the full board, and drafted decisions.
