Charles C. Thebaud Jr. represents energy clients in regulatory litigation before the US Nuclear Regulatory Commission (NRC), the US Department of Labor (DOL), and in state and federal courts. Chuck’s primary clients are companies in the commercial nuclear power industry and in the US Department of Energy nuclear energy complex, representing them in a variety of matters, including whistleblower cases and state and federal government investigations. He also assists with internal investigations involving employment matters, nuclear and industrial safety concerns, and compliance with governing standards.
In addition to representing clients in whistleblower litigation and internal and external investigations, Chuck regularly provides counseling to senior site management on these and related issues. He frequently conducts sensitive internal investigations into allegations of wrongdoing at energy facilities and nuclear power plants throughout the United States. He also assists clients by providing assessments of management effectiveness, a site’s safety culture, and its safety–conscious work environment.
After graduating from the US Military Academy, Chuck served for four years as an Infantry officer in the US Army. Selected by the US Army to attend law school, Chuck fulfilled the remainder of his military commitment as an attorney in the Judge Advocate General’s Corps. As a military prosecutor and Special Assistant US Attorney at Fort Gordon, Georgia, he prosecuted more than 100 felony cases before military and civilian judges and juries.
Later assigned to the Office of the Secretary of Defense in Washington, DC, Chuck provided legal advice to the Secretary of Defense and other senior officials. He also represented the department in litigation before various administrative agencies and federal courts. Chuck began private practice after completing his military service.
