Felicia Alexander focuses her practice on healthcare regulatory, compliance, and transactional matters. She advises clients on a variety of federal and state regulatory issues, including healthcare fraud and abuse laws (e.g., the federal Anti-Kickback Statute and Stark Law and their state counterparts); corporate practice of medicine restrictions; licensure and scope of practice; telehealth; and reimbursement, among others. Felicia also assists healthcare clients with compliance program development and assessment, internal investigations, responding to regulatory enforcement actions, and voluntary disclosures.
Additionally, Felicia represents healthcare industry clients, as well as private equity and other investor clients, in mergers, acquisitions, divestitures, joint ventures, and other strategic transactions. Further, Felicia supports healthcare clients’ professional services and other operational contracting needs, and the development of care management and value-based care networks.
Felicia advises a wide range of healthcare providers and suppliers, including hospice and palliative care, home health, long-term care, specialty and retail pharmacies, hospitals and academic medical centers, behavioral health providers, physician practices, vision care providers, medical device manufacturers and suppliers, telehealth and other digital health providers, healthcare vendors, pharmacy benefit managers (PBMs), health plans, and distributors.
Felicia earned her J.D. from the University of Pennsylvania Law School concurrently with a Master of Bioethics from the University of Pennsylvania Perelman School of Medicine. During law school, Felicia served as an extern for the Office of the General Counsel for UPenn and Penn Med. Prior to joining Morgan Lewis, Felicia was an associate at another global law firm in its healthcare and life sciences practice.
Felicia has an active pro bono practice and regularly volunteers with Houston Volunteer Lawyers to advise pro bono clients on family law and estate planning matters.
