Mark A. Lazaroff counsels public utilities, energy companies, and other clients on regulatory issues and transactional matters. He represents natural gas, water, and wastewater utilities in regulatory proceedings, including ratemaking proceedings, before public utility commissions, in matters before the Federal Energy Regulatory Commission, and in litigation. Mark also represents clients in the development of renewable energy projects (primarily solar, storage, and wind) to meet their sustainability goals and reduce their carbon footprints. He is an active member of the firm’s energy industry team, Climate Change and Sustainability Working Group, and Electric Vehicles Working Group.

Mark regularly assists clients, which include energy project developers, owners, investors, and corporate energy purchasers, in negotiating engineering, procurement, and construction (EPC) agreements, power purchase agreements (PPAs), virtual power purchase agreements (VPPAs), and other distributed energy and renewable credit purchase agreements. Mark has represented developers in negotiating EPC agreements for the construction of solar projects, energy storage systems, and projects that combined solar, energy storage, and electric vehicle charging systems. Mark has also assisted clients in negotiating close to 2 GW of virtual power purchase agreements to meet their sustainability goals. Mark also advises clients on state regulatory issues relating to the development of electric vehicles, community solar, and net metering.  

Mark was previously an associate with an international law firm in its utilities, energy, and environmental practice group, with a focus on public utility issues and energy infrastructure development. Prior to law school, he served as an aide to the Chairman of the White House Council on Environmental Quality.
