Melis S. Kiziltay Carter focuses her practice on privacy and data security matters, and regularly advises and represents clients, including in merger and acquisition transactions, in connection with these issues. Her experience includes advising on the California Consumer Privacy Act (CCPA), General Data Protection Regulation (GDPR), and other state and international data privacy laws. Melis is a Certified Information Privacy Professional (CIPP/US) through the International Association of Privacy Professionals.
Melis counsels clients on various aspects of privacy and security compliance, including providing advice on privacy notices and data security policies, international data transfers, COVID-19 privacy issues, and vendor management. She regularly drafts and negotiates data processing agreements. She also represents clients regarding privacy and security risks involving merger and acquisition transactions from both the buy and sell sides. Melis assists clients with data breach responses, including compliance with state and international data breach notification laws.
Melis also has international arbitration and commercial litigation experience. Her international arbitration experience includes advising and representing clients in international commercial arbitrations governed by a variety of arbitration rules, including the ICC. Melis is a member of the New York City Bar Association’s Arbitration Committee for the term 2019-2022. She is fluent in Turkish and is a dual-qualified attorney licensed to practice in New York and Istanbul, Turkey.
