Patricia Cave assists technology and communications industry clients with telecommunications regulatory and policy issues before the Federal Communications Commission (FCC), state public utility commissions, and other governmental agencies. She counsels clients on telecommunications rulemaking, compliance, and enforcement matters related to domestic and international licensing, broadband infrastructure, the Universal Service Fund, national security regulations impacting telecommunications providers and equipment vendors, and export control matters. She also advises companies, investors, and lenders on regulatory diligence and approval components of transactions in the communications and technology sector.
Patricia assists clients with navigating regulatory requirements associated with foreign ownership before the Committee on Foreign Investments in the United States (CFIUS) and the Committee for the Assessment of Foreign Participation in the United States Telecommunications Services Sector (informally known as Team Telecom).
Prior to joining Morgan Lewis, Patricia represented small rural telecommunications carriers before the FCC, Congress, and federal agencies on issues related to the Universal Service Fund, including the high-cost, E-rate, and Lifeline programs; regulation of cable TV services; consumer privacy and customer proprietary network information; and data security and cybersecurity.
