Summer Swallow concentrates her practice on the healthcare industry with a focus on regulatory and compliance issues, including representing and advising hospitals, health systems, physician groups, and other healthcare clients. Summer counsels clients regarding Medicare, Medicaid and commercial payor reimbursement, coverage matters, and payment disputes. Additionally, she advises clients with respect to internal and external investigations.

Represented clients in managed care contract negotiations and disputes, with a focus on Medicaid reimbursement and regulations.
Counseled client regarding creation of a care coordination entity and contracting with state Medicaid program.
Represented various Medicaid providers, including physicians, dentists, and home health agencies, subject to administrative audits, payment suspensions and overpayment demands by the Texas Health and Human Services Commission Office of Inspector General (OIG) and commercial payors’ investigative units.
Represented children’s hospitals in Texas, Minnesota, Virginia, and Washington in dispute with CMS over Medicaid supplemental payments, specifically disproportionate share hospital (DSH) reimbursement.
Counseled hospital related to drug diversion and associated internal investigation.
Advised a national home health provider in connection with healthcare regulatory due diligence prior to acquisitions, including fraud and abuse analysis, licensing, provider enrollment, and certification issues associated with multiple change of ownerships (CHOW).
Counseled clients on Medicaid delivery reform initiatives, including patient-centered medical homes and national network options for children with complex conditions.
Advised clients on licensure, licensure surveys and plans of correction.
Counseled clients regarding provider-based status for hospital departments and attestations of provider-based compliance.
Advised clients in commercial health-related real estate transactions, including representing a large healthcare company with respect to its national commercial real estate portfolio.
