Labor Reform Bill Seeks to Shorten Contract Negotiations, SHRM

SHRM quoted partner John Ring and associate Brian Mahoney in an article examining the Faster Labor Contracts Act, proposed legislation that would amend the National Labor Relations Act to accelerate negotiations for first collective bargaining agreements through mediation and binding arbitration.

The bill would establish compressed bargaining timelines and permit disputes to proceed to arbitration if the parties fail to reach an agreement within specified deadlines. While the legislation is not widely expected to become law in the near term, John and Brian noted that it has gained meaningful traction and could have significant implications for employers if enacted. They emphasized that organizations should be monitoring developments closely and preparing for the possibility of faster first-contract negotiations. “If enacted, it would materially change the timeline for first-contract negotiations,” John and Brian noted. “It would be a significant change, and HR leaders should be preparing for it even if the odds of enactment remain uncertain.”
