Electric capacity markets are a feature of many Regional Transmission Organizations (RTOs), but the Federal Energy Regulatory Commission (FERC) and industry participants have acknowledged that they can be improved. Among other things, industry participants have identified issues concerning import limits, the function of demand response, and how capacity markets can accommodate the growing role of variable resources. In fall 2013, FERC convened a technical conference to consider how current capacity market rules and structures in three regions support the procurement and retention of resources necessary to meet future reliability and operational needs. More than 100 comments have been filed with FERC following the technical conference, addressing a variety of issues.
