Pardons in Pennsylvania: Helping Low-Income Philadelphians with Criminal Records Obtain a Fresh Start

This CLE program will explain the creation, dissemination and destruction of criminal records and their impact on people, families and neighborhoods; the difference between expungements and sealings; and the constitutional dimensions of the pardon power.

The form and purpose of the Application for Clemency (Non-Incarcerated) form will be examined in detail, as will the process that eventually leads to a pardon hearing before the Board of Pardons in the Supreme Courtroom in Harrisburg. Running through all of this is the role and ethical obligations of the lawyer.
