Morgan Lewis is further expanding its government enforcement and contracts capabilities with the additions of highly accomplished government contracts litigators and counselors Robert J. Sherry and Sheila A. Armstrong, who have joined as partners in the Dallas office. Mr. Sherry also will practice in San Francisco.
Both lawyers previously worked at another global law firm and with this move they are reuniting with three other partners who recently joined Morgan Lewis, Danny Ashby, Steve J. Korotash, and T. Gregory Jackson. Together, the five partners, along with an equal number of associates who joined earlier, powerfully enhance the firm’s capability to represent clients in litigation, investigations, and government contracts and counseling matters, and further solidify the core of one of the premier practices in the United States in this sector.
Mr. Sherry represents technology and defense/aerospace contractors, often focusing on Civil False Claims Act litigation and investigations as well as contracting with United States government agencies. He has led multiple successful motions to dismiss False Claims Act actions against some of the US government’s leading technology contractors. He represented US Department of Defense contractors in both the highly publicized “Ill Wind” and “Operation Uncover” procurement-fraud investigations as well as many other similar investigations by the US Department of Justice and agency inspectors general. Mr. Sherry also advises clients on the sale of hardware and software, medical devices, and pharmaceuticals to federal, state, and local government agencies in the United States under the multiple award schedule (MAS) contracts program. He also represents contractors in mandatory disclosure and suspension and debarment matters.
Ms. Armstrong represents government contractors in a variety of counseling, contract negotiation, and litigation matters. Much of her work focuses on contracting with the US Government Services Agency and the US Department of Veterans Affairs under the MAS program. She assists clients with proposal preparation, negotiations, contract compliance issues, audits, investigations, and fraud claims, as well as corporate compliance programs, reviews, and internal investigations. She also provides advice on required disclosures under the Federal Acquisition Regulation (FAR) Mandatory Disclosure Rule. Ms. Armstrong represents clients before the DOJ, and other government and civilian agencies. She advises clients regarding foreign sourcing issues, including compliance with the Buy American Act and the Trade Agreements Act.
