Morgan Lewis Partner Gregory Needles Testifies before House Education and the Workforce Committee

WASHINGTON, November 14, 2013: Gregory Needles, partner in Morgan Lewis's Employee Benefits and Executive Compensation Practice, testified Thursday before the House Education and the Workforce Committee on "The Impact of the Patient Protection and Affordable Care Act on Educational Institutions."

Mr. Needles will address the challenges of applying ACA requirements to populations of part-time staff that are unique to educational institutions. He will offer his perspective on the unintended consequences of ACA requirements for colleges and universities with part-time staff, including adjunct faculty and student employees, as well as for K-12 schools that employ substitute teachers and after school coaches. He will discuss the current lack of clarity on what equivalency method to use to determine the status of part-time faculty for the purposes of the ACA’s shared responsibility penalty tax.

Mr. Needles has more than 25 years of experience advising tax-exempt and government employers, including educational institutions, regarding their benefit plans. He will be available for comment after the hearing, which will take place at:
