WASHINGTON, DC, October 16, 2018: Morgan Lewis welcomes Susan Harthill—who has joined from the US Department of Labor (DOL), where she served as one of the highest-ranking legal officers—as a partner in the firm’s premier labor and employment practice, resident in Washington, DC.
Ms. Harthill, who served as the DOL’s Deputy Solicitor of Labor for National Operations from 2014 until last week, will counsel Morgan Lewis clients on the full spectrum of workplace-related matters, including litigation, compliance, and government audits and investigations.
While in government service, Ms. Harthill oversaw the provision of legal services at the national office level under all DOL programs that collectively administer and enforce more than 160 labor and employment laws. She reviewed the DOL’s legal positions in cases where the DOL was a party, as well as cases of interest to the DOL, before the US Supreme Court, federal appellate courts, district courts, and DOL administrative tribunals. She also oversaw the legal services provided by the Management and Administrative Legal Services Division—the combined legal and administrative office within the Office of the Solicitor that represents and advises the DOL on a wide range of general law areas—and shared oversight of the operation, management, and budget of the entire Office of the Solicitor.

In coming to Morgan Lewis, Ms. Harthill joins one of the most highly recognized global labor and employment law practices—one that has a distinguished history of service at the DOL and on the US National Labor Relations Board (NLRB). Former NLRB Chairman Philip Miscimarra rejoined the firm earlier this year, and Morgan Lewis is home to former NLRB member Harry Johnson and former Deputy Solicitor of Labor Jonathan Snare.
Before joining the DOL, Ms. Harthill was a professor of law for more than eight years. Prior to her teaching career, she practiced at another global law firm, where she represented employers in all aspects of employment law for more than a decade.
