Salary Payment Standards in the PRC During 2019 Novel Coronavirus Outbreak

In the changing employment environment surrounding the current outbreak of the 2019 Novel Coronavirus (COVID-19) in the People’s Republic of China (PRC), salary payment standards are governed by local rules and emergency measures. This LawFlash provides a summary of the different standards as of February 3.

The different salary payment standards in the PRC have their foundation in existing national and local regulations, but have been clarified based on the unique situation affecting the employment relationship since the government extended the Chinese New Year holiday. What rates of pay apply, when, and to whom are questions that are now governed by local rules and emergency measures issued by local governments since January 27, 2020.

The current situation continues to be fluid, and the national, provincial, and local governments are very likely to issue new rules on a sporadic basis. The following chart reflects the situation as of the afternoon of February 3, 2020.
