The new European Electronic Communications Code (EECC) states that the "EU Member States shall ensure, subject to specific national circumstances, that all consumers in their territory have access to an adequate broadband Internet access service at an affordable price" (Article 84 (1)). There are important lessons from the already existing US Universal Service regime that European legislators and regulators can learn from as they are going to implement broadband universal service.
