Jonathan M. Rich

Jonathan has represented clients involved in mergers and acquisitions before antitrust enforcement agencies throughout the world. He has been involved in many major government antitrust investigations into the financial markets, both at Morgan Lewis and the DOJ. These included inquiries into fixed-income joint ventures, the equity options markets, NASDAQ market makers, and US Treasury auctions.

While at the DOJ, Jonathan supervised the Division’s enforcement efforts in financial markets and the bank merger program. He also had substantial responsibility for technology matters. Jonathan was one of the principal attorneys in the ground-breaking investigation of the US Treasury securities market, which resulted in settlements of more than $350 million in fines and penalties. He had a principal role on the winning trial team in United States v. United Tote and was also involved in a number of other high-profile transactions.
