Pamela T. Wu advises clients in the natural gas, oil, and electric power industries before the Federal Energy Regulatory Commission (FERC), the Commodity Futures Trading Commission (CFTC), the Pipeline and Hazardous Materials Safety Administration (PHMSA) of the US Department of Transportation, and the Texas Railroad Commission on rate, regulatory, and transactional matters. Pam represents clients in administrative litigation before FERC in rate and tariff proceedings and advises clients on compliance with the Natural Gas Act, the Interstate Commerce Act, and FERC-regulated tariffs. 

Pam also advises clients seeking to acquire or divest electric, natural gas, and renewable assets, as our clients look to attain net zero carbon emission goals. In addition, her practice focuses on FERC compliance and enforcement matters. Pam counsels clients in investigations conducted by the FERC and the CFTC. She has represented clients in nonpublic investigations and litigated proceedings at FERC that have alleged fraudulent or manipulative trading activity, violations of Independent System Operator or Regional transmission Organization rules, and violations of FERC’s market-behavior rules. She has also represented clients in CFTC investigations alleging fraudulent or manipulative trading of futures or derivatives products in violation of the Commodity Exchange Act. Additionally, Pam assists clients in developing and implementing effective compliance programs and counsels clients in FERC audits. 

In addition, Pam counsels clients on issues relating to the development of liquefied natural gas (LNG) terminal projects. She advises clients seeking to obtain import and export authorizations from the Department of Energy to export LNG and authorizations from FERC to construct and operate the liquefaction facilities.
