Sweeping Legislative Reforms Proposed to Charitable Organizations: The Politics and Policy of the NEW Accelerating Charitable Efforts Act

On June 9, Senators Chuck Grassley (R-IA) and Angus King (I-ME) introduced the Accelerating Charitable Efforts Act (ACE Act). The sponsors state the purpose of the ACE Act is to reform private foundations and ensure that donor advised funds (DAFs) make resources available to “working charities” in a “reasonable period of time.” However, with a complex set of incentives and penalties in the bill, the impact could be felt across the nonprofit sector, not just the organizations it seeks to regulate.
