Amanda B. Robinson

Amanda also counsels members of US Congress, executive branch officials, and executive branch nominees regarding compliance with ethics laws and rules, including public financial disclosure statements and other disclosure obligations.

Prior to joining Morgan Lewis, Amanda was an associate counsel and presidential management fellow with the Office of Inspector General (OIG) for the US Department of Health and Human Services (HHS). In that capacity, she worked with the Center for Medicare & Medicaid Innovation on delivery and payment reform and issued advisory opinions on fraud and abuse issues associated with Medicare and Medicaid, including the federal Stark and antikickback laws, OIG exclusion authorities, and civil money penalties. 

Earlier in her career, Amanda worked at the White House, where she provided direct support to US President George W. Bush. In addition to traveling with the president, she coordinated the flow of official documents, helped draft executive orders and briefing papers, and managed the speechwriting process.

Amanda received her J.D. from the College of William & Mary, Marshall-Wythe School of Law, where she served as the symposium editor of the William and Mary Bill of Rights Journal. She also served as a law clerk for the US House of Representatives Committee on Ways and Means and the US Senate Committee on the Judiciary, and as a judicial extern for Judge Richard Leon on the US District Court for the District of Columbia.

• Management of a cross-border investigation of alleged corruption by vendors of a major US manufacturer, including interviews across Europe and Russia and enforcement inquiries from US and European law enforcement agencies.
• Representation of large financial institution in connection with a Consumer Financial Protection Bureau (CFPB) investigation relating to sales practices.
• Counsel for high-profile Cabinet Secretary regarding an OIG investigation.
• Representation of international humanitarian response organization in a United States Agency for International Development (USAID) OIG investigation.
• Representation of large technology company in confidential DOJ investigation in connection with standards-setting activities.
• Management of federal multidistrict litigation (MDL) In re: Philips Recalled CPAP, Bi-Level PAP, and Mechanical Ventilator Products Liability Litigation.

• Successfully defended a US Congressman in an Office of Congressional Ethics investigation, obtaining a unanimous recommendation to dismiss complaint.
• Counsel for financial institution in connection with investigation by House Committee on Oversight and Reform.
• Counsel for large pharmaceutical distributor in connection with an opioid-related investigation by the House Committee on Energy & Commerce and prepared CEO to testify at oversight hearing.
