Victoria Peng-Rue

Victoria Peng-Rue focuses her practice on government enforcement investigations and litigation as well as antitrust and commercial litigation. Victoria advises clients in connection with internal investigation and enforcement actions brought by government regulators, including the US Department of Justice (DOJ), the US Securities and Exchange Commission (SEC), and the Commodities Futures Trading Commission (CFTC). She has represented financial institutions, technology companies, pharmaceutical companies, oil and gas companies, and other entities and individual clients in high-stakes litigation, including class actions.

Victoria actively participates in several of the firm’s initiatives. She currently sits on the New York office’s Women’s Steering Committee. She has previously served as chair of the New York office Committee on Associates, an associate representative of the firm’s Asian American/Asian Lawyer Network, and a member of the New York office’s Recruiting Committee.

  • Representing a global bank in a financial fraud investigation before the DOJ, CFTC, and SEC
  • Representing a multinational conglomerate in a Foreign Corrupt Practices Act (FCPA) investigation before the DOJ and SEC
  • Represented a global bank in an investigation related to sales practices before the DOJ, SEC, and Consumer Financial Protection Bureau (CFPB)
  • Representing a global bank in a trust instructional proceeding in New York to resolve disputes among institutional noteholders relating to residential mortgage‑backed securities 
  • Representing a generic pharmaceutical company in In re Generic Pharmaceuticals Pricing Antitrust Litigation, a multidistrict class action litigation alleging a generic drug price-fixing conspiracy
  • Represented a semiconductor company in connection with claims alleged under Sections 1 and 2 of the Sherman Act and Section 5 of the FTC Act concerning licensing and chip supply practices 
  • Represented a US public company in a federal criminal prosecution for violating US Department of Transportation (DOT) regulations
  • Represented an oil and gas company in a breach of contract arbitration resulting in a favorable settlement
